Major social media platforms invest heavily in combating online terrorism, so terrorists are now targeting smaller online platforms. These smaller platforms (or hosting service providers - HSPs) often lack the capacity to respond to the threat and might struggle to comply with the regulatory requirement to remove terrorist content.

That’s where our free Capacity Building Programme comes in.

WHO IS THE CAPACITY BUILDING PROGRAMME FOR?

The Capacity Building Programme is designed for smaller hosting-service providers to help them prevent their platforms from being exploited by terrorists to disseminate terrorist content (as defined in the EU Regulation 2021/784 on Addressing the Dissemination of Terrorist Content Online).

WHAT DOES IT DO? 

The Programme facilitates knowledge sharing to enable platforms to spot and eliminate terrorist content swiftly and to strengthen platforms’ understanding of the broader landscape of online terrorism.

WHAT DOES IT INCLUDE?

The Capacity Building Programme includes support on implementing the TCO through:

  • Drafting Terms of Service prohibiting terrorist content

  • Helping platforms identify and assess terrorist content

  • Devising effective moderation mechanisms

  • Establishing points of contact and legal representatives

  • Setting up user notifications and complaints systems

  • Transparency reporting

Funded by the European Union

The Tech Against Terrorism Europe project is funded by the European Union Internal Security Fund (ISF-2021-AG-TCO-101080101). This project will support smaller hosting services providers (HSPs) in building their counterterrorism frameworks and with transparency reporting, as required by the EU’s terrorist content online (TCO) regulation and in Directive (EU) 2017/541.
