Report: The challenges that small and micro HSPs face in implementing the TCO Regulation

The aim of this study was to speak to small and micro Hosting Service Providers (HSPs) to understand what they regard as the main obstacles they face in implementing and complying with the requirements of the EU’s Terrorist Content Online (TCO) Regulation.

Our briefing explores how both measures are concerned with reducing online harm in the EU, but differ in the nature and extent of: the harm they purport to mitigate; the burden of compliance imposed on platforms undertaking relevant activities; and on the activities which bring platforms in scope.
